There are many possible causes for this (including a true incorrect release number).
But we have seen it a couple times when importing objects from a corrupted file. In particular we have seen source files encoded with Unicode characters that are missing the leading 'FFFE' characters called markers. This will cause the Datawindow error or, in the case of other objects, "Error scanning object source".
The best way to correct the problem is to export the objects from a know good PBL.
