I am trying to do a powergen build with a one pbl and another  pbd file I get the following error I created a empty pbl with the pbd name
PowerGen® Version 6.0.0.28 for PowerBuilder® V9.0
PowerBuilder ORCA Version: 9.0.3.8004
Windows NT

Application:
rig_pay

Library List:
D:\WORK\RIG\rig_pay.pbl
D:\WORK\RIG\pbnismtp90.pbl
Library 'D:\WORK\RIG\pbnismtp90.pbl' failed to open

1 errors found any help would be apprciated.

followup:    I also the the regenerate set to "EXCLUDE" and create now unchecked

You should list the PBD in the library list, not the PBL.
