The liblist includes 2 pbd's which has never been a problem before on other applications.
This application is new with the 2 pbds added.
The pbl that holds the application object only has the application object in it.
It crashes both PB and orca scripts as well.

This sounds like you are missing a fix in a Sybase DLL. What version (and build) of PowerBuilder are you using?
